Lgc generates this progress message at verbosity level 3+ when it is about to verify a page. Verification of the page is based on the 'cache' of the page, i.e. a structure which contains the rack of the page plus the racks of all transitively referenced pages.
After verification, lgc hangs the diagnose (if any) on the 'diagnose' hook of the rack of the page being verified. If the page is correct then lgc hangs 'true' on the diagnose hook. Lgc just notes whether or not the page is correct and keeps the user informed, but apart from that lgc does not care about correctness.
