This is an internal error. When recompiling lgc using 'make self' or 'make fix', the pages.c source file is regenerated. pages.c contains a number of preloaded pages (typically base and lgc). Those pages must be stated in 'partial chronological order' in the sense that if page B references page A then B must come after A in pages.c.
